Las personas son el eje principal de nuestro proyecto El Patrimonio en CIU también es Femenino. Al conversar con Magdalena Suárez Ojeda, Directora de la Unidad de Igualdad , nuestros objetivos se alinearon al estudio y trabajo que ha venido realizando en relación al urbanismo y perspectiva de género. En este encuentro, Magdalena nos contó que las personas deben ser el punto de partida para la planificación de una ciudad, concepto que debe a su vez aplicarse al contexto de un campus universitario como CIU. La creación de lo que hoy en día conocemos por ciudad tiene que estar ligada por un lado al cumplimiento de las necesidades de todas las personas que van a vivir y coexistir en el espacio, y a la vez, acorde con la declaración de derechos humanos. Lo que principalmente reivindicamos es que la planificación original de Ciudad Universitaria no contó con la participación de ninguna mujer tanto por las circunstancias de la época que no habilitaban la presencia en las carreras técnicas del sexo femenino, así como la concepción de relegar a la misma a las labores tradicionales. Otro elemento que hemos añadido a nuestra metodología de estudio es la constitución administrativa de Ciudad Universitaria, que está formada por un consorcio de varias entidades. Éstas nunca han acoplado el campus a la ciudad de Madrid en sí, sino que Ciu se concibió y se concibe todavía como un espacio separado pero interconectado con la ciudad. La confluencia de distintas entidades (Universidad Complutense, Universidad Politécnica, UNED, Moncloa, Ayuntamiento de Madrid, etc) dificulta en gran medida la gestión de la planificación y gestión urbana, debido al conflicto de intereses de cada una de ellas. Una de las cuestiones que la Junta Directora de la Universidad Complutense está planteando modificar en Ciudad Universitaria son los espacios de sombra y la instalación de bancos. Tanto el proyecto del grupo dedicado al estudio de los espacios verdes del campus, como nuestro proyecto vinculado a una replanificación desde la perspectiva de género, pueden servir como apoyo teórico para una supuesta intervención en este espacio y que la propia Magdalena nos planteaba realizar.
De igual manera, en esta conversación la entrevistada nos introdujo un aspecto fundamental para el planteamiento de nuestro estudio: la consideración del factor maternidad. A esto nos referimos con la puesta en marcha de un plan de igualdad y de conciliación familiar, tanto para estudiantes como docentes y todo el personal administrativo femenino (guarderías, centros para mayores, espacio de ocio universitario, etc). Magdalena nos ha informado sobre la gran cantidad de reclamaciones que recibe sobre la imposibilidad de conciliar exámenes o clases de miembros de la comunidad universitaria que tengan una responsabilidad en cuanto a sus hijos. Por tanto, nuestra metodología puede adaptarse a la gran diversidad de necesidades que todavía no se cumplen cien por cien en Ciudad Universitaria y que incluso abarca todo tipo de disciplinas, ya que el Patrimonio Cultural Urbano es un campo interdisciplinar cuanto menos. Gracias a este pequeño espacio con Magdalena Suárez, hemos podido encontrar como punto de partida la utilización de nuestra propuesta metodológica para realizar un nuevo diseño de gestión de Ciudad Universitaria, mucho más accesible y manejable para su comunidad. Para ello, nos propuso partir de la creación de las llamadas smart cities, espacios duales en los que prime tanto la conservación y protección del patrimonio cultural como la adaptación de los lugares a las nuevas tecnologías. Además, la entrevistada nos habló de que en los últimos tiempos se estaba planteando incorporar la perspectiva de género a la creación de nuevos espacios urbanos, de tal manera que encuentra muy interesante introducir nuestro análisis en el debate actual. A partir de esta entrevista hemos extraído elementos clave para la fundamentación teórica de nuestro trabajo: la necesidad de llevar a cabo en Ciudad Universitaria una remodelación no solo de los espacios urbanos exteriores (mejora de iluminación, seguridad, conectividad, etc), sino también de los espacios interiores arquitectónicos, a la vez que se conjuga con la preservación y protección de las zonas patrimoniales. Además, podríamos resumir nuestro encuentro con que para todo aquel que se quiera dedicar a la gestión del Patrimonio urbano en nuestros tiempos es imprescindible que se haga desde una perspectiva de género, realizando un modelo de ciudad inclusiva para todos quienes vivan en ella. #PatrimonioFemeninoCiu: Interview with Magdalena Suárez Ojeda (Unidad de Igualdad de la UCM) People are the main axis of our project Heritage at CIU is also Feminine. In conversation with Magdalena Suárez Ojeda, Directress of the Equality Unit, our objectives were aligned with the study and work that she has been doing in relation to urban planning and gender mainstreaming. The creation of what we know today as a city has to be linked on the one hand to meeting the needs of the people who are going to live and coexist in the space, and on the other hand, in accordance with the declaration of human rights. What we mainly claim is that the original planning of Ciudad Universitaria did not have the participation of any women, both due to the circumstances of the time, which did not allow the presence of females in technical careers, and to their relegation into traditional work. Another element that we have added to our methodology for the study is the administrative constitution of Ciudad Universitaria, which is made up of a consortium of various entities. These have never joined the campus to the city of Madrid itself, but rather CIU was conceived and is still viewed as a separate space interconnected with the city. The confluence of different entities (Complutense University, Polytechnic University, UNED, Moncloa, Madrid City Council, etc.) greatly hinders the control of urban planning and management, due to each entity's conflict of interests. One of the issues that the Board of Directors of the Complutense University is raising is the introduction of shaded spaces and the installation of benches in Ciudad Universitaria. Both the project of the group dedicated to the study of green spaces on campus and our project of re-planning with gender mainstreaming can serve as theoretical support for an alleged intervention in this space that Magdalena herself proposed to carry out. At the same time, in this conversation we were presented a fundamental aspect for the approach of our study: the consideration of the maternity factor. This is what we refer to with the implementation of an equality and family conciliation plan, both for students and teachers and all female administrative staff (nurseries, centers for the elderly, university leisure space, etc.). Magdalena has informed us about the large number of complaints that she receives about the impossibility of reconciling exams or classes from members of the university community who have a responsibility regarding their children. For this reason, our methodology can be adapted to the great diversity of needs that need to be fulfilled for the university city and that cover all kinds of disciplines, since Urban Cultural Heritage is an interdisciplinary field to say the least. Thanks to this small space with Magdalena Suárez, we have been able to find as a starting point the use of our methodological proposal to carry out a new management design of the University City, much more accessible and manageable for the community of it. For this, her proposal was to start from the creation of so-called smart cities, dual spaces in which both the conservation and protection of cultural heritage and the adaptation of places to new technologies prevail. In addition, the interviewee told us that in recent times she was considering incorporating the gender perspective into the creation of new urban spaces, in such a way that our analysis finds it very interesting to introduce it into the current debate. From this interview, we have extracted key elements for the theoretical foundation of our work: the need to carry out in Ciudad Universitaria a remodeling not only of outdoor urban spaces (improvement of lighting, security, connectivity, etc.), but also of the architectural interior spaces, along with its combination with the conservation and protection of heritage areas. In addition, we can summarize our meeting with the importance of gender perspective as a foundation for anyone that wants to dedicate to the urban heritage ́s management in our time, in this way it will be able to create the model of an inclusive city for everyone.
